Inspiration for the proposal I'm frantically trying to finish. I'm not sure about the authors proposal for an international tax on foreign exchange trading to raise $40 billion toward providing electricity. It seems a carbon tax would be more appropriate. Side nerdnote: They reference the 'multidimensional poor' which is uses a multivariate index to measure poverty, not far off from our microdata wealth index. More on this later.

A great way to save on college tuition: study abroad at the New Jersey state prison!
To be fair, these costs are allocated differently. College tuition is usually paid privately while prisons are publicly funded.
