Randomized controlled trials are a newly popular tool in economic development research. Esther Duflo is a face behind most of this research, as she runs the Poverty Action Lab at MIT, and she spoke at our department conference this spring. This type of evaluation research seems to me to be essential in figuring out what actually works in development before trusting theories and historic ideas.
